Objectives

The technical committee 3.25 (TC 3.25) is responsible for the «coordination and the development of the IDMP and its data». It was organized in 1991, with Mr. Kendrick as the chairperson. Mr. Kendrick retired from the chair of TC 3.25 in 1993 and Prof. Hiroshi Nakamura, from Kyushu University in Fukuoka, Japan was nominated as the new chairperson. At the same time, two secretaries were nominated: Dr. Yasuko Koga, from Kyushu University in Fukuoka, Japan, and Dr. Dominique Dumortier, from the Ecole Nationale des Travaux Publics de l'Etat (ENTPE), in Vaulx-en-Velin, France.

The objectives of TC 3.25 are the following:

  1. Encourage and assist researchers in establishing new IDMP stations.

  2. Insure the coherence of the network by calibrating the sensors
    used in all IDMP stations.

  3. Maintain up to date information on the network.

  4. Ease the exchange of information inside and outside the network.


 

Activities

In 1998, the activities of TC 3.25 will focus on two points:

  1. The IDMP questionnaire: this survey should allow us to define the current status of the IDMP and discuss about its future. It will also allow us to strengthen our web server by updating and improving the information presented on it.

    The questionnaire has been sent via regular mail to all members, click below to obtain a copy of it. Send it back to one of the two secretaries before April 1, 1998. Results of the survey will be presented and discussed during the Ottawa meeting on May 7 (see the meetings section).

  2. Calibration: a new round of calibration should begin during the Summer of 1998.

 

During 1996 and the first part of 1997, TC 3.25 has progressed well on its objectives:

  1. In 1996, two new general IDMP stations have been established in New-Zealand (Christchurch NZL2 and Auckland NZL3). There is a new station in Ujung Pandang (Sulawesi, Indonesia) and five more stations are being planned by the government of India. The revision of the IDMP guide is planned for the beginning of 1998. It will take into account the experience acquired from more than 6 years of operating IDMP stations.

  2. The calibration of the sensors used in all the IDMP stations is near completion. The calibration of the two new stations in New Zealand, the stations in China and the station in the Netherlands is planned for the second part of 1997.

  3. To maintain up to date and exchange the information, ENTPE created this web server. It is now possible for anyone interested in daylight measurements, to get information on the IDMP network. Members can exchange data, results, experience and know about the activities of the TC 3.25.

The next meeting of TC 3.25 will be held on Thursday May 7, 1998 at 14:00. The address is given above. The division 3 meeting will be held the next day on Friday, May 8. Other technical committee meetings will also be held on May 7. Our host will be the Institute for Research in Construction of the National Research Council of Canada.

September 3, 1997, in Durban, South Africa.
 
Summary:
 
The main decision taken during the Durban meeting was to try to sum up what all of us have been doing with IDMP data: daylight and solar radiation availability, model development. This will be done through a questionnaire that you will receive in November 1997, we will ask you to send it back, before February 1, 1998. This will also be the opportunity for you to suggest modifications to IDMP recommendations and to tell us how you see the future of the IDMP. A new round of calibration will begin during the Summer of 1998. There is a lack of IDMP stations in South America, Africa and Eastern Europe, if you have the possibility, try to get countries in those areas involved in the IDMP, the web server provides enough information to explain the IDMP. Take some time to update the description of your station on the server.

October 9, 1996 in Lyon, France.
 
Summary:
 
Due to the fact that this meeting followed the CIE quadrennial meeting of New Delhi, there was a low attendance: 7 people, 3 being official members of the TC. The chairperson was not able to come to Lyon, thus this meeting was chaired by D. Dumortier, one of the to secretaries. D. Dumortier presented the status of the IDMP network, the progress of the calibration plan and of the IDMP index, finally the development of the IDMP web server which had been started for two months. The idea behind the server is to deliver to everyone, general information on the IDMP network. It will also deliver specific information on each station. Finally, there will be a "library" where members of the network will be able to share: reports on their measurements, software that they developed, advertisement on spare instruments. The advantages of a W3 server are many: wide distribution, easy update, live exchange between members.The prototype of the server was received with a great interest. A. Slater pointed out that starting in 1997, the TC should also think about the future of the IDMP.

November 1-8, 1995, New Delhi, India.
 
Summary:
 
This meeting was held during the quadrennial meeting of the CIE in New Delhi. The chairperson presented the content and the format used for «The IDMP index». As a CIE technical report, it should have a limited number of pages, therefore it will use only two pages to provide information on one station, as opposed to five pages in the IEA document. Prof. Nakamura mentioned that Mr. Kendrick had suggested to modify the IDMP guide to take into account the fact that the method of calibration of high illuminance was impossible, that the cloud amount was still in the basic set of research class measurement, even though it had been decided to move it to the additional set at the meeting in Melbourne, in 1991. It was decided to ask members to check the guide and point out corrections. Dr. Fontoynont from ENTPE presents the idea of delivering information on the Internet.

 

September 20, 1994, Gaithersburg, USA.
 
Summary:
 
This was the first meeting with Prof. Nakamura as the new chairperson. It was decided to update the information on the stations, presented in the IEA Task 17 document, and publish it as a CIE document under the name «The IDMP index». It was stressed that the quality control of the IDMP data was essential. An automatic quality control program called AQCCIE (see the Library section) has been created by Dr. P. Ineichen at the University of Geneva. It was decided that members should specify if their data has been controlled and how it has been controlled. Members should also specify how the diffuse component has been derived, and if it has been corrected for the shadow band effect. Finally, it was decided to start a relative calibration plan which will consist in circulating reference sensors among all IDMP stations.
